- When in San Pedro de los Saguaros, the mayor is lynched by a group of indigenous people, the old junkyard operator Juan Vargas is named the Temporary Municipal President. This makes him believe that his dream of power is going to come true; but when confronted with the problems of the place, he decides to resign. However, his boss obliges him to stay by telling him that he’s been touched by Herodes Law and gives to him the constitution as an aid and a gun. He soon discovers the delights of power applying the law along the way and provoking reactions that get out of control
